 A state that watches over its citizens is one step removed from controlling its citizens.  That control can come in the form of promotion of economic activities, values, actions, etc, or, conversely, be the prevention of certain actions.  Control can also come in the form of propaganda, of which Oliver Stone's movies are just one format.  Curious, then, that Mr. Stone derides the US as an Orwellian state when in fact he contributes to the public's actions and reactions to policy, certainly on one side of the political spectrum, through his art form.
